Mr. W.A. Garner and his wife donated the land for El Moro kindergarten and CF&I constructed the brick building. The primarily Italian population in El Moro gladly participated in sending their children to the kindergarten. They did so because the children would learn to speak English and, in turn, help their parents learn English as well. Children as young a three years old were brought to the kindergarten, even though it was supposed to be for children 5 to 6 years of age.

El Moro kindergarten was established after the successful opening of the 1892 of the Sopris kindergarten. Both schools were opened by the CF&I company prior to the development of the Sociological Department. The company subsidized the teacher's salaries and school necessities when the camps could not pay for them.
